Transport chief Anthony Cheung Bing-leung from the Hong Kong Chinese Colonial government said at a meeting of the Legislative Council’s railway subcommittee that the construction cost had raised to HK$85.3 billion,30 per cent more to go over the original budget and the opening had been delayed to 2018,according to the report from ,its project manager, the MTR Corporation.

Neo Democrat Gary Fan Kwok-wai expressed that the project was "out of control" and asked Cheung if he would call a halt to it.

A motion tabled by Democrat Wu Chi-wai to invoke special summoning powers to probe into the delay was defeated by 30 votes to 0 in the House Committee meeting.

Pro-government legislators were satisfied with summoning witnesses and asking for information.

The pan-democrats were disappointed with the performance of The House Committee chairman Andrew Leung Kwan-yuen at the meeting and did not vote for the motion.
